HWTT general engineer appointed project commissioner and head of special project group by Ministry of Science and Technology

On December 11, 2012, Ministry of Science and Technology held a ceremony of issuing appointment certificate for first batch of project commissioners in Beijing. Mr. Wan Gang, the vice-chairman of C.P.P.C.C. and the director of the Ministry attended the ceremony and delivered speeches. In the ceremony, Prof. Tan Yongwen, the general engineer of HWTT, was appointed a project commissioner in the field of  social development and the head of key special project group of  seawater desalination, the Ministry of Science and Technology, and received the certificate.

Project commissioner system is an important measure to quicken management of the national sci-tech plan course, in which project commissioners are held by well-known technical and managerial experts in related fields appointed by Ministry of Science and Technology; it  mainly orients 973 Plan, 863 Plan, the key fields of the national sci-tech supporting plans and important projects to carry out overall supervision and information backfeed,  puts forward countermeasures and suggestion for the problems existing in execution of project, use of fund, ability of undertaking units and project director to perform agreement and important affairs of project executed, and assists and participates in annual inspection work, participates in related plan management and strategic researches organized by sci-tech management departments. It is reported that there are the first batch of 113 project commissioners in total, involving in 15 topics of basic research, high-tech, Sci-tech of science and forestry, social development etc.
